Last week, the city of Bielefeld imposed an immediate construction freeze and a five-figure fine on Gütersloh businesswoman Barbara Hagedorn. The reason for this is the resumption of construction work at the SL Riding Ranch despite a closure order, city spokesman Daniel Steinmeier said Friday.

A statement by Gütersloh businesswoman Barbara Hagedorn now states that the legal basis for the continuation of construction work is the new construction permit from the city of Bielefeld on July 15.

Barbara Hagedorn: “I hope for judicial clarification in the construction more. The Minden Administrative Court issued a legal assessment on August 30, but has not yet decided anything. The building authority ordered the second freeze of construction on a non-binding letter and we will continue to build until the courts make a legally binding decision.”

The fact that the work continues despite the new construction freeze is done with all due respect to the building authority. “I support the consequences of my actions, including the fine imposed on me, since this should also become legally valid in the second instance. In addition, it can be assumed that the legal clarifications that we would like to bring about would also be in interest in the building authority. I trust in jurisprudence,” says Gütersloh businessman.

The major damage that would have occurred if the work had not been completed before the start of winter could only be avoided if construction continued, the statement said.

On August 24, 2022, construction work on the SL Riding Ranch in Bielefeld-Holtkamp resumed after a break of more than eight months, says Barbara Hagedorn. The long break is the result of the first construction freeze ordered by the Minden Administrative Court on December 13, 2021 based on an urgent application from the German Federal Agency for the Environment and Nature Conservation (BUND).

The discussion with the BUND is about whether an agricultural operation that requires approval will be built in a landscape protection area (argument from the client) or if it is a question of equestrian sports that does not require approval (argument from the BUND). Barbara Hagedorn: “I clearly plan a family farm business, also for future generations.”
